Hallam Land Management 2020

Hallam originally put in an application for 220 homes at land off Melton Road (application P/18/0611/2) in 2018. This application was refused by the planning authority, Charnwood Borough Council.

Hallam Land Management has now started a public consultation on a new application at the site. The closure date for public comments is 13th July 2020.

Queniborough's Neighbourhood Plan has completed it's village consultation stages and has been submitted to Charnwood Borough Council. It still has to be checked by Charnwood Borough Council and go through another period of consultation, before being submitted to an independent Planning Inspector and a final village referendum, before it becomes part of planning law. However, it does carry some weight already and it does not allocate this site for development.

Charnwood Borough Council has started consultation on a New Local Plan. This has allocated the Hallam site for Housing. However, this is at the consultation stage, and both the Parish Council and the Neighbourhood Plan Steering Group have objected to this. As the new Local Plan is still at the consultation stage it carries no weight at present.

You must make your view known to Hallam Land Management by 13th July. Details of how to do that are on the Hallam consultation website.

The things you can comment on are:

Design - Effect on the appearance of the street & village - Permanent disturbance issues if granted - Loss of privacy - Permanent noise issues if granted - Loss of daylight/sunlight - Permanent odour issues if granted - Overbearing impact on development - Traffic issues & pollution - Building in the countryside & keeping the green wedge/separation between villages.

The planning authority also must take account of the Charnwood Local Plan. This is Charnwood's own policy on where to put the houses it is required by the Government to build. The Local Plan says about Queniborough:

• it is an 'other settlement' not capable of sustainable large-scale development only small-scale infill
• The Local Plan says that Queniborough is an 'other settlement' because it doesn't have the range of services to support large-scale development without the use of a car to go somewhere else.
• that there should be an area of separation between Queniborough and East Goscote and Syston
• that development should not take place outside the current built area

These are important issues you can refer to. The national planning policy says that developments must be sustainable. Do you think this extra development sustainable?

In addition, the Neighbourhood Plan has now allocated one site for development in the village at Queniborough Hall, not at this site. Charnwood Borough Council is currently meeting its 5-year housing targets for developments in the Borough,

Daniel Grimley, our Borough Councilor, opposes the plan.

The Parish Council will oppose the plan. Their comments are being drafted at the moment and will appear here.

It is useful if you also let the Parish Council know your views, if you do comment, so they know how residents feel.

Once Hallam have carried out their consultation they will then submit the application to Charnwood Borough Council. This is when the decision will be made.
